Node Manager should propogate nodes created through file upload to DPM and NCM.

ENHANCEMENT At the moment when nodes are created through /upload end point they are not sent to DPM and NCM. #598 has kept this behavior unchanged. The enhancement should send the nodeinfo created through /upload endpoint to DPM and NCM.
