[Scalability Test] Part 4: Re-Evaluate DPM Concurrency in Large VPC scenario

Based on the perf test report by Part 1, DPM concurrency needs further improvement to support large VPC deployment.

We will re-evaluate DPM performance (similar to Part 1 https://github.com/futurewei-cloud/alcor/issues/399) after multiple DPM instances are leveraged in large-VPC scenarios.
