[Discussion] Alcor support for various dataplane technologies

Context

While we support OVS as the dataplane today and can support other dataplace (e.g. mizar) using the dataplace abstraction layer in Alcor Control Agent, there are potentially other dataplane types which could be very different (e.g. p4), or similar to OVS's openflow rules. This issue is to start the discussion on the requirement and highlevel approach.
