In Safari browser, I occasionally jump to other locations in scrolling mode. I look forward to your help

I also found that when I try to scroll back to the previous chapter, the epub viewer will jump back to where I started. I wonder if you are experiencing the same problem?
Yes, this is a known bug for long time.
