Describe the issue

Settings do not update correct front-end on refresh

To reproduce

1. Navigate to Users Settings
2. Change "ALLOW PUBLIC REGISTRATION" to "Enabled" and Save
3. Refresh the page and see that "ALLOW PUBLIC REGISTRATION" reverts to the previous value
4. Look in the database and see that the correct value is there
5. "Go Back" and then go to the Users Settings again
6. See that the correct value is there now

Expected behavior

The correct value to be there the first time on page refresh

This has to do with the caching, if I turn off caching it solves this issue, but it would be nice to have this issue resolved without turning the caching off
