FusionTime: Rounding deficiencies

Rounding has the following deficiencies which are shown in the codepen example.

• Y Axis shows duplicate marker values. The chart should only place horizontal grid lines on a round value.
• Data Markers do not use the round configuration and instead use the default formatting.
• Rounding ignored for values <1
