Python 3.10 issues

The 'encoding' keyword to json.load() and json.loads() got removed in python 3.9 so this workbench doesn't work with the python 3.10 version of FreeCAD. Please see the attached patch. at-noenc.patch

I just noticed PR#40... The patch here seems to address a little more than the patch on that...
