Alright I will go ahead and look into this. This seems to be a problem with the Profiler

I may have to check 1.18 source and look to see if it now uses a different collision check for water when swimming horizontally. Probably also an issue on1.13

That is the problem. Please report this typo to Aikar's PaperSpigot project. This is unacceptable.

I'll look into it. It might not be faster than 1.13 swimming which is why it probably bypasses. I can make some 1.12.2 and below specific checks
