Doesn't disable for when switching into disabled applications

I have XKeymacs disabled by default (because it doesn't play nicely with chrome -- overrides all of the keybindings) and only enable it for certain applications like Visual Studio. However, whenever I focus on Visual Studio, and then switch to chrome, XKeymacs doesn't disable (the key icon stays lit yellow).
