Account manager

While running multiple server or larger server, I end up with larger teams of people that manages servers, problem is, I don't want everyone to have access to everything like admin passwords for the servers, being able to delete them etc..

The first solution I considered would be a comprehensive account and permission management system, being able to create account manually and assign it simple permission like create/modify/delete servers, same for mods and scenarios, so I could give a base account that pretty much only have access to the start/stop/restart button for servers etc...

An alternative that I considered would be a hardcoded second account that have no access on modifying stuff, just so people can manage created server in case they need a reboot or simply to be stopped to load a new mission or something
