Update frontend packages

We should make work of:

  • [x] Update bootstrap to 5.x (and remove Reactstrap)
  • [ ] Update to Fable 4 (and remove the global json in the client folder).
  • [ ] Consider moving to Perla instead of Vite. (This would allow the tool to work with only the dotnet SDK).
