plans for .NET 9

We should consider when there are .NET 9 SDK preview version that are shipped by microsoft, to enable support for it in paket:

Could not detect any platforms from 'net9.0' in '.nuget\packages\microsoft.aspnetcore.cryptography.internal\9.0.0-preview.1.24081.5\microsoft.aspnetcore.cryptography.internal.nuspec', please tell the package authors.
