EIA-608 closed captioning for NTSC

Hello. This ticket is made to suggest adding closed captioning signal (EIA-608) used to broadcast subtitles for the transmission in NTSC system.

I'd like to add this at some point. I've only had a quick look, but so far I've been unable to find a copy of the specification.

I don't have a decoder yet, there is one on the way so hopefully I can have a play with this soon.

"soon" turned out to be two years. I've have had some success with EIA-608 on both NTSC and PAL. I'll try and get it published soon.... (but sooner than two years).
