Improve anonymous poll administration

Currently it is possible to anonymously create a Poll but not to administrate it in any way after creation if the user is not logged in.

The usability for poll creators without an account should be improved to allow this behavior.

Possible solutions could be:

• Set a Cookie in the Poll creators browser so that he/she is recognizable as the poll creator.
• Send a special administration link to an E-Mail address provided during Poll creation.
• Show a special administration link after poll creation to the creator. It would be up to the creator to save this link.
• Simply allow everyone to administrate the poll when this was enabled in poll creation (not really a nice solution though).

Supporting this issue! It is currently possible to destroy the whole vote when having the link but not possible to delete individual lines. See my reply here https://github.com/fsinfuhh/Bitpoll/issues/79
