REUSE is incompatible with CVS version control

CVS uses a CVS subdirectory in every project directory. If you put the LICENSES directory under version control, then it will have a subdirectory that is not a license, which violates the REUSE spec.

REUSE.toml exclusions for this are entirely ignored by reuse lint.

Any replies of "switch to a different version control system" will be ignored.

The REUSE specification agrees:

Covered Files are any file which must contain Licensing Information... with the exception of: ... The files belonging to the Project’s version control system (example: .git/).

Presumably stuff like .DS_Store would also be a problem?
