LICENSES directory: "reuse lint" does not accept non-licence files

I would like to add a README.md file into the LICENSES directory. That file would contain info about what SPDX meta data are and how to use reuse to extract per-file license and copyright information. See my example.

But reuse lint does not accept files in that folder other than license files.
