Error while opening application

When I open the application, i get an error saying "The program can't start because MSVCP140_ATOMIC_WAIT.dll is missing from your computer. Try reinstalling the program to fix this problem." I run a windows 8.1 computer. I checked all the files in the System32 folder, and I have the given DLL file installed in that folder. Please find a fix as I would like to test out this bot. Thanks.
