is that consistent ? i.e. if you trigger again that CI run ? it happens every single time ?

And this test passes when raft is enabled, and fails when raft is disabled

this test isn't on gating anymore(it was reverted), so its not running that often last time it failed like this was Aug 13. (when this issue reported) My guess is...
