@varungandhi-src I think this means we still need https://github.com/sorbet/bazel-toolchain/pull/7 in #9602. https://github.com/sorbet/bazel-toolchain/pull/6 has a complete description of what's going wrong, though it got the fix wrong.

We could see if it could be included as a patch in the `WORKSPACE` file, or we can still use a fork of `bazel-toolchain`, but with many fewer patches.
