Android support for bluetooth state

Hello Johannes,

basically this is the same pull request like before, but from a feature branch to not break the current master in the fork.

I addressed all the nitpicks:

• changed license and URLs to previous version
• adapted README with install instructions for frostney/react-native-bluetooth-state, after publishing to npm one should change that to the default npm install react-native-bluetooth-state
• renamed packages in android and the example

I tested it only on Android, as I currently have no Apple device near me. As I didn't change anything in the iOS-parts in this feature-branch, there should be no problem.

Are there more adaptions to be done on the Android part? :smiley:
