toolbarContainer does not work with module federation

Expected behavior.

When using toolbarContainer, only one toolbar element should be added to the element with the matching selector, for all editor instances on site.

Actual behavior.

If the editor is loaded with module federation, a separate toolbar element is added for each instance of the editor on site. It is also almost possible to toggle the visibility of the toolbars yourself, since the editor.id property is 1 for all instances of the editor.
