Implement a device driver for the infrared remote control port.

There were two IR devices for the PS2. The original one was an add-on accessory that connected to the controller port. This was controlled by RMMAN, for which there is now a clone in the homebrew ps2sdk.

In later PS2 models, an IR device was integrated in and control of it seems to go through the MECHACON instead.
