Mis alignment in pcb
Current Behaviour
I have a new part that is mis aligned in pcb. The part is a proto board and thus has inhibit set in schematic and pcb which is perhaps the source of this error. Here is the part in question (remove the trailing .zip to get the .fzpz file)

and the problem: with the grid set to the default 0.1in in pcb view the pads are 0.05on displaced from the grid:
it looks to me as if it may be aligning on the center of the mounting hole in silkscreen (which it should not be!) rather than the pads although the grid is so dim in pcb that it is hard to be sure.
changing the grid size to 0.05in and then moving the part makes it align
edit: a late data point. I made another one whose only difference is size (the new one is smaller in Y otherwise idenitcal) and it aligns in pcb correctly where the original one still is offset 0.05in x (which is not the axis that changed in the new part!) in pcb. The new part file for comparison:

I would expect the pads in pcb to align to the grid (all the pads are aligned to the 0.1in grid there are no strange offsets.)
