"Copper pad" part captures all mouse clicks

Even if you place a "copper pad" on the bottom layer, anything on the top layer can no longer be selected. See for example http://forum.fritzing.org/t/editing-holes-position-etc/235

I think this issue is about different layers, while the other issues are about z-ordering within the same layer.
