Promote the Enum Labels and Ordering pattern to the Table Schema spec?

This pattern includes two additions to the Table Schema to facilitate working with categorical data across a broad range of commonly-used, analytic software. It is fully backward compatible, and would substantially increase the usability of Frictionless data packages in biomedical, epidemiological and social research.
