[!] Make contributors.title field no longer required

As @amercader wrote when working on ckanext-datapackager https://github.com/frictionlessdata/ckanext-datapackager/issues/59#issuecomment-364241283

CKAN author name and maintainer name are not mandatory. The specs require title (wrongly IMO) so what happens if there is only the email provided in CKAN?
