Specs make it impossible to document datasets in FTP as Data Packages

The current specs for Data Resources state that:

URL or Path

A “url-or-path” is a string with the following additional constraints:

• MUST either be a URL or a POSIX path
• URLs MUST be fully qualified. MUST be using either http or https scheme. (Absence of a scheme indicates MUST be a POSIX path)

That clearly leaves no room for FTP schema based resource URLs. Yet, many reources from the official national statistics body in Brazil, the Brazilian Institute of Geography and Statistics – IBGE, for example, are available only on FTP.

The issue was preventing e.g. file urls ... I think it would be acceptable to allow other cases e.g. ftp. Can you think of anything else. I also imagine this is a breaking change for client libraries.
