Investigate GitHub hook work via GitHub Windows GUI

Overview

There is a user report that validation doesn't start after commit via GitHub Windows GUI. For now it's not clear is it a goodtables.io bug or some GitHub limitation we should document.

@roll Using windows command line to commit and push also doesn't trigger a goodtables.io validation.
