[Feature] Detect unscanned characters when importing a scanner file

Motivation

If I do a kelz scan, the inactive path of multipath characters doesn't get scanned but their equipped relics and/or lc do If I want these characters' relics/lcs to import properly into a fresh save I need to manually add the character first

Goal

Add logic in the importer code to detect these cases and add the missing characters
