[Feature] Set a user defined speed breakpoint for sim scoring

Motivation

For some scenarios like 0 speed DPS with a sparkle team, their extra speed substats dont matter but the sim will consider them as useful rolls.

Goal

This needs a discussion on where the best UI placement is, but add a selector/input for a user defined speed goal, which the sim scorer would use for scoring against
