[Feature] Update relic scorer to use substat simulation tool for DPS characters

Motivation

Character scoring primarily uses stat scores which is inaccurate for the most part, characters can have good stat scores but bad performance scores.

Goal

We recently created the substat simulator which can now be used as a simulator for character optimality / potential

The goal is to simulate the best possible combination of substats, and compare the user's build to it
