[Feature] Enable an option for toggling between custom/all characters for the potential graph view

Motivation

Currently the relic insights graph view only shows the custom characters. This means if users want to check the graph for all characters, they'd have to undo their whole custom list

Goal

  • Add an option to toggle between custom/all characters for the buckets and top10 view
