[Feature] Add a UI tour of optimizer page for new users

Motivation

The optimizer page UI is pretty overwhelming at first

Objective

Add a UI tour that pops up when the user clicks some help button or is new to the optimizer site

This should walk them through the initial steps for starting an optimizer run and setting up a character/filters/etc

Note: Antd's tour doesn't work that great on mobile, we can investigate other library options for the tour
