[Feature] Option to show damage numbers in optimizer grid as percent of the current build

Motivation

Currently we have the damage numbers listed out in columns but its hard to mental compare 58203 vs 57921 for example.

Objective

It would be nice to have a toggle that switches damage numbers to percents, compared to the currently equipped build. UI-wise maybe it would be nice to expand the damage column and do 57921 (98%)?

• Add a toggle on the optimizer options for "Show damage as percents"

• When enabled, the damage columns should show values compared to the top pinned row
• Use 10ths precision for the percent?
