We talked about this internally, but didn't publish the clarification here:

The suggestion is to make access to commands inside of modules configurable exactly the same as USER, DJ, and ADMIN FredBoat permissions are, that is by adding or removing roles and users, starting out by default with accessability for @everyone. Also this would only be a restrictive filter on module scope - individual restrictions to commands / additional existing permission checks would not be overridden in any way.
