Dedicated Radio node

Whitelist a bunch of radio streams. Only stream them once into our infrastructure, then distribute to all guilds listening.

This is probably tied to additions to Lavalink.

GensokyoBot has a system to handle this sort of thing.

Why not also put all HTTP tracks on that node? The IP would be exposed, but the damage is limited if we can resolve the track from the node.
