Makefile error if not Blender 2.78

I noticed a few problems with the makefile:

• If the Blender version installed is not 2.78, make install fails
• If no other addons are installed and the scripts/addons directory in the Blender config directory is not created, make install will not create it.

I am not an expert at Makefiles, so I would be glad if anyone who is could help :)
