Don't Loop octave on low tone frequencies

The same thing that was done on out of range frequencies beyond octave 7 must be done to the lowest octave, notes 0-12. [c0.zip](https://github.com/Wohlstand/OPL3BankEditor/files/5638061/c0.zip) - it's a lowest possible OPL3...

I know it has its own VGM player (https://github.com/SudoMaker/RetroWave), but still it would be a decent feature
