Consider handling bad redactions in TOC / bookmarks

In one of the election cases, they redacted the name of the person making the declaration, but their name wound up in the TOC:

This might be hard to automatically detect, but the TOC presumably has information about the location of the heading in the PDF, so maybe they can be matched up via some cleverness.
