Add Delaware Chancery Court

I'm not sure what this will take, but I suspect if we do it, we'll need to do the full dockets, not just the decisions. Mostly I'm making this so I can reference it from our client notes, I don't think we'll do it any time soon, unfortunately, unless a partner steps forward.
