WVa likes Bad PDFs

Bad PDFs are constantly added to WVa website.

I think we should do a head request on the PDFs and throw out any broken ones.

This may just be the result of delayed uploading of files to the server. Seems like it suffers from the same problem NJ does. The files that were broken yesterday are loading today.
