`okla` : implement extract from text to clean up bad docket numbers
Some oklacivapp opinions without docket numbers, or with citations as docket numbers. See the versioning logs for more examples. Grep for ERROR Different 'docket_number' for docket
The easiest way to correct this is through extract_from_text. Seen as late as October 2023. Need to research

I think Oklahoma, civ and crim are both kinda broken. they all use the same method to clean the text but I think they need individual methods
