Add Page: Litigant Portal

Add page on free.law for Litigant Portal.

The page will get it's own section on the homepage (#339), and will be linked in the (updated) Tools menu (which will also include CourtListener, Recap, bots.law, and "other open source tools")(#336).

@JessicaFrank we're going to add a Litigant Portal page to free.law. Do you want to draft it? Or share info with me and I can draft something -- whatever works better. Adding this to the backlog for now!
