Bad Processing of PDFs in Texas

Research and fix this opinion. And investigate what caused this new opinion to process the pdf poorly.

It appears to me to be a corrupted PDF

This individual opinion is now fixed. But I think there should have been a gibberish check on this and Im surprised we didnt catch. Going to move this from here to Doctor

I found another file in our data where the decoded content is no readable, apparently is an encoding issue. We can easily get the text using OCR.
