Track Neon Account Updates

We recently encountered a case where a user's membership benefits were not correctly linked to their account due to a mismatch between their Neon profile email and the email address associated with their CourtListener account.

To prevent similar issues in the future, we should implement a mechanism to track updates to users' Neon profile emails. This will ensure that if a user initially registers with a different email address and later updates it to match their CourtListener email, our system can correctly associate their membership with their account.
