Kleopatra no longer opens .gpg files after double-click (Tails 7.1)
Description
As of Tails 7.0, a user on the SVS can no longer decrypt an encrypted SecureDrop submission by double-clicking on the .gpg file in the Tails file browser, nor by right clicking and Opening With Kleopatra, if Kleopatra has never been opened in the current Tails session.
Steps to Reproduce
SecureDrop SVS running Tails 7.1

Follow steps to transfer an encypted submission from the Journalist workstation to the SVS: https://docs.securedrop.org/en/stable/journalist/svs.html#moving-documents-to-the-secure-viewing-station

Extract the ZIP archive.

Once you have extracted the archive, navigate to the folder containing the encrypted document message or document (ends with .gpg).

Double-click the file to decrypt it.
Expected Behavior
On Tails 5.1 or greater, this will launch Kleopatra, from which you can decrypt the file and save the result to the same directory.
Actual Behavior
Nothing happens besides a spinning mouse icon.
Right clicking and choosing "Open with Kleopatra" also dosn't work
Submission file is not decrypted.
Comments
If Kleoptra has been opened in the current Tails session prior to double-clicking on .gpg file, the file will open in Kleopatra as expected. This does not appear to persist across Tails reboots, so it needs to done once every time Tails starts 😞
