Description

The process to create new admin workstation USBs for an existing instance isn't documented, and differs from the corresponding process for journalist workstations USBs. It should be written down, and added to the SecureDrop docs.

See the related #86 (multiple SVS) and #63 (more efficient journalist provisioning); there's likely potential for consolidating certain recommendations for provisioning multiple Tails drives.
