Description
Explain how to efficiently provision multiple Tails USBs for several journalists. This would entail walking admins through the data at /live/persistence/TailsData_unlocked, using rsync, using Disks to change persistent passphrase, and whatever else we agree is necessary.
User Stories
Administrators often have to provision a batch of journalist workstations, and while each can be done manually, there are other, more efficient ways to create multiple workstations.
@harlo is this covered by the changes to the backup/restore process to use rsync?
I can't speak for Harlo but IMO we should still flesh out the "Onboard Journalists" section a bit to clarify before calling this done (maybe a single paragraph will suffice), so admins encounter this information earlier in the process.
