When building new city, suggested name is the name of a city already settled

Noticed this while playing as the Chumash, did not start happening until i had 20 - 30 cities, but it's consistently suggesting I use the name "'Ataxis". If I cancel and try again, eventually it will suggest a new name I have not used yet.

This is no doubt caused by the name containing a strange character in it, the name is recorded as ‘Ataxis. It might be you have a city only named Ataxis and think it's a duplicate. Try it out and see.

This issue would affect all freeciv instances that use chumash nation in their nations.
