daemon and `poudriere queue` functionality

There seems to be some (possibly incomplete) support for this at present. I made sense of the poudriered.conf settings but didn't see from the source exactly what syntax poudriere queue .... expects. A couple of naive guesses failed - any examples available either (bulk or individual port name)?

I'm happy to add documentation for this, if/when poudriere queue support is underway.

there is a mismatch between the man page and the poudriere queue implementation

• man page says it takes only a poudriere command
• poudriere queue expects a name before the command [1]

and between poudriere queue and poudriered

• poudriere queue uses a simple format [2]
• poudriered uses ucl which seems incompatible to the format of poudriere queue

poudriere daemon seems to use the same format as poudriere queue [3], but poudriere daemon is not mentioned in the man page
